Page-9, an advertisement for BIKE-LOC, a locking device that was welded onto the head tube of a bicycle. This accessory item was supplied to several bicycle manufacturers who included it in the frame construction. It caused a protrusion on the side of the head tube which was necessary for the key-way of the lock. Some of the classic/vintage bicycles being restored in the current times have this mechanism.
