This publication was the official organ of the Amateur Bicycle League of America (ABLofA). There was a close association between the ABLofA and the B.I.A. (Bicycle Institute of America), the successor organization to the Cycle Trades of America. There are 40-pages in this issue. The content includes articles relating to the bicycle industry, bicycle racing and other issues relating to bicycles. The dimensions are 8 1/2 x 11 inches. The USA National Championships were advertised to be held in Columbus, Ohio, August 16-18, 1946.
